Reporting to the Managing Director
Job Purpose
This job is responsible for guiding and facilitating the procurement of goods, works, services, inventory management, and disposal of assets in accordance with the Public Procurement and Asset Disposal Act PPADA 2015 and its regulations.
Key Responsibilities
- Providing leadership to staff in the department;
- Ensuring compliance with public procurement statutory and legal requirements;
- Rendering professional advice and opinions on procurement processes and procedures to the Managing Director;
- Overseeing the preparation of a consolidated procurement and disposal plan in line with the approved budget;
- Facilitating and coordinating the procurement of goods, works, and services in line with procurement laws and regulations;
- Coordinating the disposal of obsolete assets in line with procurement laws and regulations;
- Reviewing and publishing tender notices and contract awards in line with procurement laws and regulations;
- Overseeing the negotiation, preparation, implementation, and monitoring of procurement contracts in line with award decisions;
- Ensuring the safe custody of procurement and asset disposal documents and records in line with procurement laws and regulations;
- Proposing appointments and providing secretariat services to tender opening, evaluation, contract implementation teams, inspection & acceptance, and disposal committees;
- Undertaking supplier selection, continuous registration, maintaining relationships/engagement, and periodic performance appraisal;
- Overseeing internal processes and workflows for operational effectiveness;
- Proposing the department’s annual budget, procurement, and work plans;
- Managing the implementation of risk mitigation measures and updating the department’s Enterprise Risk Register;
- Managing staff job performance and evaluation, career development, capacity building, and deployment of skills;
- Accounting for resource use in line with prevailing laws, policies, and regulations;
- Providing oversight in quality assurance for the department;
- Coordinating regional and central stores and conducting quarterly and annual stock-taking;
- Coordinating procurement logistics for the company;
- Spearheading the development of innovative procurement solutions;
- Undertaking procurement system approvals, including requests for quotations, tenders, evaluations, purchase orders, goods received notes, service entries, and invoices to facilitate procure-to-pay processes;
- Coordinating inventory management to ensure optimal stock levels are maintained in the company;
- Coaching and mentoring staff within the department;
- Preparing periodic reports to management and the board;
- Providing professional advice to user directorates/departments on procurement processes and procedures;
- Facilitating procurement of substation land parcels.
Qualifications & Skills Required
- Must have a Master’s Degree in a relevant field;
- Bachelor’s degree in supply chain management or a related field from a recognized institution;
- Full Member of the Kenya Institute of Supplies Management KISM or the Chartered Institute of Purchasing & Supply CIPS and in good standing;
- Valid practicing license from the Kenya Institute of Supplies Management KISM;
- Leadership course lasting not less than four 4 weeks.
