Primary Duties and Responsibilities: 

Strategic Financial Advisory and Leadership 

  • Serve as a principal financial advisor to OFA Health leadership on budgeting, financial planning, and resource allocation for USG‑funded health programs. 
  • Provide strategic guidance on financial implications of transitioning health assistance from implementing partners to G2G financing mechanisms. 
  • Support senior leadership in financial decision‑making related to large‑scale health investments and multi‑year funding commitments. 

Financial Analysis, Budgeting, and Costing 

  • Conduct detailed financial and budget analyses to support program design, funding decisions, and G2G agreement development. 
  • Analyze cost structures, expenditure trends, and funding gaps across health programs to inform prioritization and efficiency improvements. 
  • Support development and review of budgets, financial projections, and medium‑term expenditure frameworks related to health assistance.

Government‑to‑Government Financial Engagement 

  • Lead financial discussions with Government of Kenya counterparts, including Ministries of Health, National Treasury, county finance departments, and oversight bodies. 
  • Provide technical advice on aligning USG financing with national and county budget processes and public financial management systems. 
  • Serve as a key liaison between USG agencies and Kenyan government institutions on financial planning, reporting, and accountability. 

Fiduciary Risk Management and Compliance 

  • Identify, assess, and monitor fiduciary, financial, and operational risks associated with G2G financing and direct funding through government systems. 
  • Advise on internal controls, financial safeguards, and risk mitigation measures to protect USG funds. 
  • Ensure compliance with U.S. Government financial regulations, policies, and reporting requirements related to foreign assistance. 

Financial Oversight, Monitoring, and Reporting 

  • Support financial monitoring frameworks to track expenditures, burn rates, and financial performance of G2G‑funded programs. 
  • Review financial reports, audits, and expenditure data to ensure accuracy, transparency, and accountability. 
  • Prepare financial briefs, analyses, and decision memos for OFA leadership and interagency stakeholders.

 Interagency Coordination 

  • Coordinate closely with the health interagency team in Nairobi State, CDC, Department of War and with relevant offices in Washington, DC. 
  • Provide financial inputs into interagency planning, reporting, and strategic reviews related to health foreign assistance. 

Required Qualifications:

Education 

  • Master’s degree in finance, economics, accounting, public financial management, public policy, or related field. 
  • Professional certifications e.g., CPA, ACCA, CFA are required.

Professional Experience 

  • Minimum 10 years of progressive experience in financial analysis, budgeting, public finance, or fiduciary oversight, preferably in international development or government settings. 
  • Demonstrated experience managing or analyzing large‑scale donor‑funded or government financing programs. 
  • Strong working knowledge of U.S. Government foreign assistance financial regulations and public financial management systems. 
    Experience engaging with government finance institutions and senior stakeholders.
