Entry Requirements:

The officer at this level shall report to Senior Manager, Corporate Services

Duties and responsibilities

  •    Advise management on Human resource issues
  • Promote equality and diversity management as part of the Organization culture
  • Providing guidance in the development, interpretation, implementation and review of human resource management and development policies, standards and guidelines;
  • Ensuring implementation of Terms and Conditions of service for KFS staff;
  • Coordinating organizational development and job reviews;
  • Managing staff recruitment, promotion, discipline, capacity building; developing, reviewing and coordinating implementation of welfare and other incentive schemes for KFS;
  • Ensure the implementation of performance management systems; analyzing the staffing levels in KFS and recommending proposals for succession planning and proper deployment;
  • Coordinating the development and implementation of grievance handling mechanisms;
  • Initiating best practices in the management of human resource function;
  • Championing change management programmes in KFS;
  • Oversee Human Resource Audit.
  • Monitoring and evaluating the effectiveness of training and development programmes;
  • Formulating and implementing efficient Performance Management Systems;
  • Monitoring adherence and implementation of the departmental work plans;
  • Oversee the Administration of Records Management functions of KFS;
  • Preparation and submission of quarterly and annual reports on Human Resource Management and Development;
  • Preparation and submission of quarterly reports on performance target setting and appraisal for staff within the Service;
  • Advising on succession management/human resource planning and utilization of human resource.
  • Liaison between the Organization and third parties on human resource issues.

Additional Information:

Person Specifications

  • Bachelor’s degree in Human Resource Management from a recognized institution;
  • Master’s degree from a recognized university in fields of: Human Resource Management, Business Administration, /Development or any other relevant and related qualifications;
  • Certified Human Resource Professional Kenya CHRPK or its equivalent
  • A minimum period of ten 10 years relevant work experience and at served for at least three 3 years in management
  • A certificate in Strategic Leadership development programme course or its equivalent lasting not less than four 4 weeks;
  • Membership of the Institute of Human Resource Management in good standing
  • Proficiency in computer applications;
  • Fulfils Chapter Six of Constitution of Kenya.
