Responsibilities
The M&E Officer will work under the direct supervision of the Deputy representative and in close collaboration with UNFPA Somalia’s Humanitarian, M/E, SRH, GBV, A&Y and P&D units, and implementing partners. The officer will be responsible for:
Monitoring, Evaluation, and Learning
- Develop and implement an M&E framework aligned with UNFPA corporate guidelines and KOICA donor requirements.
- Manage the project performance monitoring systems, including indicators, baselines, and targets.
- Provide support to enhance regular field monitoring visits to assess project progress and ensure compliance with quality standards.
- Facilitate periodic project performance reviews, including mid-term and final evaluations.
- Coordinate data collection, verification, and validation processes to ensure reliability and accuracy.
- Ensure that lessons learned, and best practices are documented and incorporated into future programming.
- Oversee the development of standardized monitoring tools including appropriate templates for quarterly monitoring.
- Provide technical guidance to thematic units in framing realistic and measurable M&E indicators clearly linked to activity work plans.
- Support the development of programmatic proposals, work plans, and budgets.
- Represent UNFPA in meetings and training related to M&E.
- Data Management and Reporting
- Establish and maintain a database for tracking project indicators and results.
- Analyze data to generate evidence-based insights for programme improvement.
- Support the preparation of donor reports by providing high-quality M&E inputs, including data analysis and visualization.
- Develop case studies, human-interest stories, and learning briefs based on project findings.

Qualifications and Experience
Education:
- (Master’s level) in Monitoring and Evaluation, Statistics, Demography, Public Health, Social Sciences, or a related field. A first-level university degree with two additional relevant experience may be accepted in lieu of an advanced degree.
Experience:
- Minimum of three (3) years of experience in implementing M&E systems in development or humanitarian settings is required
- Proven experience in data collection, analysis, and visualisation using statistical software (SPSS, Stata, R, or Power BI).
- Familiarity with monitoring, particularly in SRH and GBV programming, is an asset.
- Experience working with UN agencies and NGOs is desirable Knowledge of donor reporting requirements, particularly KOICA, is highly desirable.
- Experience in managing Korean projects is highly desirable .
Language requirements
- Proficiency in spoken and written English language
