For appointment to this grade, an officer must have:
- cumulative service period of twelve 12 years, one 1 year of which should have been at the grade of Assistant Director, Foreign Service/Counsellor, CSG 7, or in a comparable and relevant position in the wider public service;
- successfully served 48 months on a Tour of Duty in a Kenya Mission or have commensurate international experience;
- a Bachelors Degree from a university recognized in Kenya;
- a Certificate in Strategic Leadership Development programme from a recognized institution;
- demonstrated professional competence, and managerial/administrative skills;
- be a team player, results-oriented, innovative, and committed to continuous learning;
- effective negotiation, analytical, and communication skills;
- a clear understanding of Kenya's Foreign Policy and other key national policies, objectives, and strategies, including the role of Foreign Service in the achievement of the National Development Goals; and
- demonstrated respect for national values and principles of governance.
Duties and Responsibilities
At Ministry Headquarters
- coordinating and supervising the work in the Department;
- participating in the formulation, analysis, interpretation, and articulation of Kenya's foreign policy;
- coordinating preparation of Kenya's position for bilateral and multilateral negotiations, meetings, and conferences;
- analyzing and implementing recommendations from reports of international meetings, conferences, and Kenya Missions;
- networking with Ministries, Departments, inter-governmental organizations, and diplomatic missions accredited to Kenya;
- contributing to development of Foreign Service Academy's training programmes;
- maintaining a database on vacancies in international and intergovernmental organizations and facilitating lobbying for Kenya's candidatures and candidates;
- coordinating provision of protocol services;
- coordinating development of performance targets, annual work plans, budgets, and performance reporting for the Directorate;
- supervising, mentoring, and guiding staff; and
- performing any other duty as may be assigned by the Authorized Officer.
At Kenyan Mission
- providing administrative support services and financial oversight at the Mission;
- monitoring and analyzing political, economic, and social developments in the host country and preparing reports;
- projecting, promoting, interpreting, and defending Kenya's foreign policy;
- coordinating Kenya's participation in bilateral and multilateral negotiations, meetings, and conferences;
- coordinating trade, cultural, diaspora, and public diplomacy activities to promote Kenya's interests;
- organizing official functions and programmes for Kenyan delegations and dignitaries;
- coordinating consular and protocol services;
- preparing briefs, statements, diplomatic notes, and official communications;
- coordinating preparation of annual work plans, budgets, procurement plans, and performance reports for the Mission;
- supervising, mentoring, and developing staff in the Mission; and
- chairing and/or being a member of Mission's functional committees.
